Ofqual Fines Cambridge English £875,000 Following IELTS Automated Marking Errors

The Office of Qualifications and Examinations Regulation (Ofqual) has imposed a financial penalty of £875,000 on Cambridge English after identifying automated marking errors that affected thousands of candidates who took the International English Language Testing System (IELTS) examination.

According to Ofqual, the marking issue remained undetected for more than two years and resulted in incorrect scores being issued to candidates who sat IELTS examinations between August 2023 and September 2025.

IELTS is one of the world’s most widely recognised English-language qualifications and is commonly used for university admissions, employment opportunities, professional registration and immigration applications, including UK visa requirements.

What Happened?

Ofqual’s investigation found that an error within the automated marking system affected certain Listening and Reading test questions known as “gap match” items. In these questions, candidates select words from a list to complete missing sections within a text.

The regulator reported that the system incorrectly marked some correct responses as wrong and, in some cases, awarded marks to incorrect answers.

The issue was eventually identified during an update to Cambridge English’s internal monitoring systems.

Scale of the Impact

Ofqual reported that:

  • Approximately 7.7 million IELTS tests were taken during the affected period.
  • 93,865 responses were marked incorrectly.
  • 62,794 candidates received incorrect component or overall results.
  • More than 20,000 candidates later received improved overall scores after re-marking.
  • 1,115 candidates who had initially benefited from incorrect marking saw their scores adjusted downward.

Most score adjustments involved a change of 0.5 band on the IELTS nine-band scale.

Visa and Immigration Cases

The regulator confirmed that 1,108 affected candidates had taken the Secure English Language Test (SELT) version of IELTS, which is approved by UK Visas and Immigration.

Four cases were identified where incorrect results may have affected visa eligibility decisions. Ofqual stated that all four candidates subsequently retook the examination and achieved the required standard.

Ofqual Response

Amanda Swann, Executive Director for Delivery at Ofqual, stated that candidates and organisations relying on the qualification had been “let down by systemic failures over a long period”.

The regulator said the penalty reflects the seriousness of the failings and sends a clear message about the importance of maintaining confidence in regulated qualifications and assessment systems.

Cambridge English Statement

Cambridge English acknowledged responsibility for the error and apologised to affected candidates.

The organisation stated that it has spent more than £6 million on corrective measures, including re-marking examinations, candidate support, compensation arrangements and additional quality assurance processes.

Cambridge English also said it has introduced further operational safeguards to reduce the risk of similar incidents occurring in the future.

The case has raised important questions about the growing use of automated assessment technologies within education and professional testing.

While digital marking systems can improve efficiency and consistency, the incident highlights the importance of effective oversight, routine auditing and robust quality-control procedures, particularly where examination results influence access to higher education, employment and immigration opportunities.

Educational institutions, policymakers and assessment providers are likely to examine the findings closely as reliance on technology-driven assessment continues to expand internationally.
