SERU Assessment
Safety, equality and regulatory understanding requirement
With more than 12 years of experience providing secure English Language Test courses for Immigration, settlement, British citizenship and Private Hire Hamlets Training Centre is offering the intensive face to face, classroom and eLearning course for Safety, equality and regularity understanding requirement ( SERUE) inline with the guidance provided by the TfL. Transport for London ( TfL) has introduced a requirement for applicants for a London private hire vehicle (PHV) driver’s licence to demonstrate an understanding of safety, equality and regulatory matters. The requirement came into force on 1 October 2021, and it applies to both new applicants and those applying to renew their licence.
The SERU assessment is computer-based, and it is delivered by TfL staff at TfL offices. The SERU assessment will involve multiple choice questions and completing sentences by adding missing words.
The handbook is a working guide for PHV drivers and is an invaluable tool. The Handbook will be kept under review and may be altered or amended to reflect any changes in the law or changes to TfL policies and guidance. We expect all PHV licensees to regularly review the Handbook and remain familiar with its contents. The SERU assessment will cost £36. A resit will cost £16
What are in the SERU assessment?
The SERU Assessment for Private Hire Drivers is based on PHV Driver Handbook published by TfL which includes the following 6 important aspects:
a) Drivers’ obligations under the PHV (London) Act 1998 including the associated regulations and relevant obligations including under the Equality Act 2010;
b) Policies and guidance issued by Transport for London (TfL) or other persons which are relevant to London PHV drivers;
c) The particular needs of passengers that arise because a passenger has (or
may have) a protected characteristic under the Equality Act 2010;
d) Protecting children and adults at risk from harm and abuse;
e) Passenger and driver safety;
f) Road and vehicle safety.

English Language Requirement from 1 October 2021
On 1 October 2021 TfL introduced changes to how applicants can satisfy the ELR. They are now required to undertake and pass two separate assessments: a speaking and listening assessment and the Safety, Equality and Regulatory Understanding (SERU) assessment which is used to determine their reading and writing skills.

Speaking and listening assessment
The speaking and listening assessment consists of a 15-20 minute conversation that will take place at the TfL offices.
The assessment will be undertaken by a secure video or telephone link to our service provider, PeopleCert, and it will cost £36 when taken for the first time and £16 for a re-sit.
LanguageCert International ESOL B1 (Speaking & Listening) for TfL
As a listed SELT Preparation Registration Centre Hamlets Training centre is preparing for A 2-skill (Speaking & Listening) exam in English, aligned to the B1 level of the CEFR*for individuals who are applying to Transport for London (TfL) to become a licensed London private hire driver or for existing licensed London private hire drivers who are required to meet the English language requirement. Exams are delivered by TfL.
About the exam:
- Short online conversation with a live interlocutor
- Duration 11-13 minutes
- Each candidate is examined individually
